Consumer-Patient Radiation Health and Safety Act - Requires the Administrator of the Environmental Protection Agency to promulgate Federal radiation guidance with respect to radiation matters directly or indirectly affecting public health. Requires the Administrator to promulgate guidelines regarding medical and dental exposure to patients. Requires the Administrator to promulgate criteria and guidelines with respect to: (1) the application of diagnostic X-rays to patients; (2) the therapeutic application of radiation to patients; and (3) the application of radiation to patients in the treatment of disease. Requires the Secretary of Health, Education, and Welfare to promulgate voluntary minimum standards: (1) for the accreditation of educational institutions conducting education programs in radiologic services; and (2) for licensure of radiologic technologists. Requires the Secretary to provide the States such advice and assistance as will foster establishment of programs to achieve the purposes of this Act. States that such advice and assistance shall include model laws and may include educational curriculum and teaching aids. Authorizes the Secretary to make grants to educational programs, States, and professional organizations to carry out the purposes of this Act. Requires each department, agency, and instrumentality of the executive branch of the Federal Government to comply with any minimum standards promulgated pursuant to this Act. Requires the President, in order to carry out the purposes of this Act, to issue an Executive order requiring each Federal agency which is authorized to extend financial assistance to effectuate the purposes of this Act. Authorizes to be appropriated such sums as are necessary to carry out the purposes of this Act.
